Cemeteries and headstones are the public record. If they are tampered with without the audit, that is a defacement of the public record. They are literally etched into stone and even into DNA for good reason. Public records can be revised and cause for things such as land patents and even identities to change hands surreptitiously. This is not a small issue. Pay attention to who or what has interest in potential and real exclusive (read: away from public eyes) revisionism. In the still as-of-yet sprawling frontier, eminent domain of this form defaults to scrutiny and revolt for even the most drunken of society."
